Mr. Foley is a member of the Vermont Bar Association and has been admitted to the United States Supreme Court.

 
Mr. Foley graduated from the University of Vermont with a double major of Economics and Political Science where he was a member of various honor societies. He then attended Cornell University in Ithaca, New York and received his JD degree in 1968. After graduating from law school he served the United States Army from 1968 until 1972. After being discharged from the service he moved back to Burlington where he commenced his legal career.
